Why can't we control ourselves?

Today, while browsing through the channels, I saw this ad in which talks about littering.



It was a point that I had been thinking for some time. We do maintain our homes to be very clean and presentable. However, when it comes to 'public' property, we seem to forget the concept of cleanliness.

What surprises me is the fact that the same people who litter without a second thought in the grounds of national treasures and scribble on the walls of building hundreds of years old, become model citizens when they visit a place outside the country. They do not spit on the roads, do not scribble, and would actually carry disposables in a bag till they find a dust-bin to put it in.

What is the root of this odd behaviour of the Indian human animal?
